59, of Port Orchard died February 26, 2017 at St. Anthony's hospital in Gig Harbor Washington.He was born on July 3, 1957 in Kingsville Texas to Royce and Kay (Elmer) Stockwell. He spent the beginning of his life in Guam before moving to California, and later to Port Orchard, where he lived the remainder of his life.He married Lily M. Cheyney on November 20, 1982.Charles served in the navy for sixteen years. He spent time stationed on both the USS Michigan Blue and the USS Alabama. During his service he completed eleven Deterrent Patrols. He received three navy Achievement Medals, three Good Conduct Medals, three Meritorious Unit Accommodations, a National Service Defense Medal, and two Navy Excellence Medals.After retiring from the Navy, Charles went back to school and earned his Bachelors in Human Services from Western State University. He began working for Acres Alvest in Seattle at this time.Later he was recruited into the US Army Corps of Engineers. He served as a Marine Electrician before being promoted to Chief Electrician of the Dredge Essayons. He retired in 2014.Charles dedicated his adult life to volunteer work with youth sports throughout Kitsap County. He was a coach for South Kitsap Eastern Little League, Pony Colt, and Babe Ruth. He also spent many hours coordinating field maintenance and umpiring games as a volunteer and professional umpire with the Peninsula Umpiring Association.Survivors include his wife; six children, Trever, Ivy, Charles Jr., Kattie, Richard, and Rochelle; ten grandchildren; and three brothers Mark, Harold and Gary.Services will be held on March 12, 2017 at the Suquamish House of Awakened Culture, followed by a reception at his home in Port Orchard.
